Sarpanches orgnanized in Kumher

Call to formulate micro-plan after identifying local issues

A day-long training programme for Sarpanches of the Kumher Panchayat Samiti region in Bharatpur district was organized in the auditorium of Lupin Training and Productivity Centre here over the week-end. The event was inaugurated by the Up-Pradhan, Mr. Vijay Singh, with the lighting of lamp.
The Chief Programme Manager of Lupin, Dr. Swati Sanwatsar, provided information about the rights and duties of Sarpanches in detail on the occasion. She pointed that the Village Panchayat was the largest institution of development at the village level. Sarpanches were required to execute the development works in a fair, impartial and transparent manner while obtaining cooperation of all sections of society.
The development works should be formulated and executed in such as manner that all sections of society residing in the Village Panchayat area get the maximum benefit, said Dr. Sanwatsar.
Dr. Sanwatsar call upon the participants to convene a Gram Sabha once in a year, in which the people belonging to all sections, castes and religions participate and formulate a micro-plan with the vision to make optimum utilization of the resources available in the region.
Such a micro-plan should necessarily include the social development works in addition to the construction works. Works such as maintenance of cleanliness in the village, release of polluted and dirty water, etc., should be accorded priority in the plan.
While various works should be taken up on priority, certain works could be dovetailed with other plans of the State Government, she suggested, while laying emphasis on maintaining transparency in development works. She said the right every villager should get the right to inspect the works and their suggestions should be accepted and implemented to bring about improvement in the situation.
The Panchayat Secretaries attending the training programme also provided information about the works under MGNREGA, preparation of their proposals and preparation of Utilization Certificates (UC) after their completion. Other areas touched on the occasion were education, health, agriculture, forestry, animal husbandry, employment, pension and land allotment.
Women and Child Development Officer Mahendra Awasthi apprised the participants of the role and powers of Sarpanches in managing the affairs of Anganwadi Centres. All the Sarpanches prepared the micro-plans of their respective Panchayats on an experimental basis in the training programme and exhibited the works to be taken up on priority during the year.
