पार्षद चोर हैं या प्रमुख शासन सचिव मंजीत सिंह
राजनीति और प्रशासनिक क्षेत्र में इससे ज्यादा गिरावट नहीं हो सकती, जब निर्वाचित जनप्रतिनिधि सरकार के ही एक आला अधिकारी को चोर कहे और यह अधिकारी जनप्रतिनिधियों को चोर बताए। चोर कौन है, इसका फैसला कभी भी नहीं हो सकता, क्योंकि वर्तमान दौर में राजनीति और अफसरों का ही भ्रष्टतम गठजोड़ है। यह गठजोड़ भी हाथी छाप फेविकॉल से जुड़ा हुआ है, इसलिए दोनों एक दूसरे को चोर कहने के बाद भी खामोश बैठे हैं।
अजमेर के सभी दैनिक समाचार पत्रों में पांच जून को खबरें छपी कि राजस्थान के प्रमुख शासन सचिव और सीएम वसुंधरा राजे के भरोसेमंद आईएएस मंजीत सिंह ने पत्रकारों के समक्ष अजमेर नगर निगम के पार्षदों को भ्रष्ट होने की संज्ञा दी। इसके तुरंत बाद निगम की साधारण सभा में भाजपा के ही पार्षदों ने मंजीत सिंह को भ्रष्टतम अफसर बताते हुए निंदा प्रस्ताव पास कर दिया। मंजीत सिंह प्रदेश के उस स्थानीय निकाय विभाग में सर्वोच्च अफसर हंै, जो अजमेर को स्मार्ट सिटी बनाएंगे। 4 जून को भी स्मार्ट सिटी की बैठक में भाग लेने मंजीत सिंह अजमेर आए थे। सवाल उठता है कि अजमेर शहर के जनप्रतिनिधि जिस अफसर को भ्रष्ट मान रहे हैं क्या वहीं अफसर अजमेर को स्मार्ट बना सकता है? और जब यह अफसर अजमेर के जनप्रतिनिधियों को भ्रष्ट मानता है तो फिर अजमेर स्मार्ट सिटी कैसे बनेगा? क्या भ्रष्ट लोग अजमेर को स्मार्ट बनाएंगे? ऐसा प्रतीत होता है कि 4 जून को मंजीत सिंह ने अजमेर के पार्षदों पर गलत टिप्पणी कर दी। असल में मंजीत सिंह को ऐसी टिप्पणी नहीं करनी चाहिए थी, क्योंकि भ्रष्टाचार तो मिलकर होता है।
सब जानते हैं कि ये वो ही मंजीत सिंह हंै, जिन्होंने पिछले दिनों ही निगम के तत्कालीन सीईओ सी.आर.मीणा पर दबाव डालकर भू-उपयोग परिवर्तन की बैठक के निर्णयों को जारी करवाया, जबकि इस बैठक की कार्यवाही पर तत्कालीन सीईओ हरफूल सिंह यादव के हस्ताक्षर नहीं है। यादव जब निगम के सीईओ तब उन्होंने भू-उपयोग परिवर्तन समिति की बैठक विधिवत होने से ही इंकार कर दिया था, इसलिए यादव ने बैठक की कार्यवाही रिपोर्ट पर हस्ताक्षर नहीं किए। क्या मंजीत ङ्क्षसह यह बता सकते हैं कि जिस रिपोर्ट पर सीईओ के हस्ताक्षर नहीं है, वह रिपोर्ट किस तरह वैध है? मंजीत सिंह के दबाव की वजह से ही अवैध रिपोर्ट के आधार पर बड़े-बड़े बिल्डर्स और उद्योगपतियों ने भू-रूपांतरण शुल्क जमा भी करवा दिया। कायदे से प्रमुख शासन सचिव की हैसियत से मंजीत सिंह को भ्रष्टाचार रोकना था, लेकिन अब निगम के पार्षद मंजीत सिंह की पोल खोल रहे हैं। समझ में नहीं आता कि इन दिनों राजस्थान में सरकार किस तरह चल रही है। पीएम नरेन्द्र मोदी अजमेर को अमरीका के सहयोग से स्मार्ट सिटी बनाना चाहते हैं तो वहीं भ्रष्टाचार को लेकर प्रमुख शासन सचिव स्तर का वरिष्ठ अधिकारी और निगम के सारे पार्षद आमने-सामने हैं। भ्रष्टाचार के मुद्दे पर तो कई बार बहस होती है, लेकिन 4 जून को अजमेर में जो कुछ भी हुआ वह वसुंधरा राजे के नेतृत्व में चलने वाली भाजपा सरकार के लिए भी शर्मनाक है। मंजीत सिंह के खिलाफ निंदा प्रस्ताव कांग्रेस के ही पार्षदों ने नहीं बल्कि भाजपा के पार्षदों ने भी पास किया। भाजपा के पार्षद जिस अधिकारी के विरुद्ध निंदा प्रस्ताव पास कर रहे हो, क्या उसे अपने पद पर बने रहने का अधिकार है? जहां तक निगम के कांग्रेसी मेयर और कांग्रेसी पार्षदों का सवाल है तो उन्हें तो मजा आ रहा है। जब भाजपा के पार्षद अपनी ही सरकार के अफसर की ईमनदारी पर शक कर रहे हैं तो कांग्रेस के पार्षदों के लिएइससे ज्यादा आनंद की बात और क्या हो सकती है।

HOW GOVERNMENT SPENT RS 1650 CRORE IN THE NAME OF AJMER SMART CITY?
These days, we are reading about making Ajmer a smart city with USA assistance. The question is who will come forward to make it a smart city, US President, Borak Obama, Prime Minister Narinder Modi or State Government officials?
In 2003-4, under the Jawaharlal Nehru Urban Renewal Mission, the central government had sactioned around Rs 1650 crores for Pushkar and Ajmer city. At that time, existing UIT secretary Nishkam Diwakar, Dr S Gopal Baheti, chairman of the society and Ajmer east and west MLAs had called several meeting for the investment of sanctioned amount to give new facelift to Pushkar and Ajmer.
A bill was passed in the Ajmer Municipality not a single inch land will be sold of Anna Sagar Lake but again what happened. The lake bed land was sold to few newspapers, and allotted land to influential persons of the city. This land was meant for widening the roads connecting Pushkar and Ajmer.
Interestingly, the lake bed land was sold by the same Municipality commissioner who passed the bill, sanctioned lake bed land.
Mr Nishkam Diwakar, the then secretary of UIT Ajmer sold out lake bed land to few persons as it was his own property but the state government ordered an inquiry and had cancelled the land.
Followed by Mr Diwakar, Mr I S Rao took over the charge of UIT and what happened in the city, only Ajmer residents can said well. How the government land was sold to land-mafia of the city.
During the last days of Mr Ashok Gehlot as CM in 2003, he himself visited the city for distributing land to so-called Patrakar. The then Divisional Commissioner, Mr Sharma had investigated in the case and it was found 50 per cent names were fake but the Chief Minister to keep his vote bank intact, gave away the “pattas”.
A tunnel was also proposed in the project but not a single stone is removed from the Aravali ranges for this to connect Pushkar and Ajmer.
If such are the officials, then how the Ajmer can be made a smart city? Neither President Obama nor PM Modi will make their shelter there to supervise this personally?
The Dargah area, specially around Adai Din ka Jhonpara, it is difficult to reach this monumental, which is just 200 yards away from Dargah, because of foul smell, and narrow road, which leads to Adhai Din ka Jhonpara. Even this monument, which was made of Somnath temple stones, is not free from encroachment?
The Fort of Prithviraj Chauhan, the last Hindu King is completely occupied illegally above the top of the hill, near Dargah. Over 300 families are living in this monument and so far it is not freed from encroachment by any of the state administration?
So what is the use of making news headlines about making the Ajmer a smart city. It is better for the people of India, not to heed much on such announcements?
